Can't open ticket

When I try to open a new ticket, I get "Forbidden - TICKET_CREATE privileges are required to perform this operation." This is different from Ticket 204, which is really about viewing tickets. On that one, perhaps the default query should be by reporter and not by owner. That would work for everyone except the developers.

Just as a place-holder, I was going to open a ticket asking if there was any hope of having Popfile add newer connection methods - such as OAUTH and OAUTH2. Gmail already makes you tick using a less secure application if you don't use OAUTH2, and it seems like Yahoo will be doing a similar thing except for OAUTH.
