Thanks for reporting the outdated FAQ item. I have replaced the reference to a possible release in May 2004 with what I hope is a more accurate description of the current status.

Development of the 2.x version has been a bit quiet recently; this is probably due to me spending all of my "POPFile" time on 1.x matters instead of working on the 2.x version. I think Naoki was the last person to work on 2.x so I am not really sure how much work is left to be done before a Release Candidate can be built. I hope to be able to do some 2.x work later this month.

There are only four members in the POPFile Core Team and most of the Perl work is done by only two of them so if they don't have much spare time to spend on POPFile things can slow down a bit. It is summer now and that may be another reason why nothing much seems to be happening.
