During the startup countdown the installer should check POPFile is still running

The installer currently displays a countdown banner alternating between "Connecting ... XX" (where XX counts down to zero) and "POPFile is not ready yet" while it is waiting for POPFile to start.
During this countdown the installer should periodically check POPFile is still running instead of just letting the timeout expire if POPFile has crashed or otherwise stopped. Perhaps a check every 10 seconds would do?
