Installer should cope better if existing User Data is in Program Files folder

Description
When upgrading an existing installation (or one transferred from an older computer) it is possible that the POPFile User Data will be found in the Program Files folder together with the POPFile program files. This is not a good thing, especially where Windows Vista and Windows 7 are concerned.
It would be better if the installer was able to transfer this data to the normal default location for the POPFile User Data (e.g. "C:\Users\<user-name>\AppData\Roaming\POPFile"
on Vista or Windows 7 systems).
POPFile is very configurable so this is not a straightforward task. However as a first step towards this goal the installer should be updated to transfer the user data when it is found to be using the default settings, i.e. when it is easy to do the transfer :-)
