PFI Diagnostic Utility's report is sometimes generated from more than one 'popfile.cfg' file

Description
The PFI Diagnostic Utility which is included in the Windows version of POPFile generates a report that includes some information extracted from POPFile's configuration file (popfile.cfg).
If the current user's POPFile settings in the registry point to an existing 'popfile.cfg' file and the current user's POPFILE_USER environment variable points to a different 'popfile.cfg' file then some parts of the full report will come from one file and other parts will come from the other file with no warning being given in the report.
The utility should be modified to highlight cases where two 'popfile.cfg' files are found and in these cases the report should include the configuration settings found in both files.

changeset:3843 updates the PFI Diagnostic utility to handle cases where the POPFILE_USER environment variable and the HKCU registry data point to different sets of POPFile 'User Data'.
