There are two versions of POPFile:
For Windows, POPFile comes with an installer that helps you setup POPFile and get started.
The Cross Platform version can be used on any platform (including Windows) when Perl is already installed.

These tarballs are updated every two hours from our subversion repository. The trunk is only for development purposes and testing and should currently not be used in production. The 0_22_2 branch is the subversion branch that leads to the next release of POPFile and you should generally be able to use it on a daily basis (YMMV, though).
